Chill a cocktail coupe in advance.

Prepare an orange zest twist for garnish.

Stir the bourbon whiskey, Grand Marnier or other cognac orange liqueur, butterscotch liqueur, chilled water or mineral water, and a dash of orange bitters with ice until well mixed.

Fine strain the mixture into the pre-chilled coupe glass.

Express the orange zest twist over the cocktail to release its oils and place it atop as a garnish.
